Yes, you can only collect BODs you are capable of filling by crafting. So if you don't have enough tailoring to craft a studded tunic, you won't get any BODs that require studded tunics. If you can't craft barbed leather, you won't get any BODs that require barbed leather.
Chances for materials:
- Regular: 85.8%
- Spined: 12.5%
- Horned: 1.5%
- Barbed: 0.2%

I noticed this when Greta posted the helpful post to the new player inquiring about how BODs work. In my experience, so long as a BOD is available for collection, the NPC has given me a BOD 100% of the times I've sold them something.
