Conventionally in Ultima Online, the term "mule" refers to a character used for crafting and repairs.
Also sometimes used for other non-combat tasks, such as mining, bank-sitting, and carting stuff around for your other characters. It is not uncommon for these templates to have Skills that are not used normally.
