Sorry, not sure how I missed this post. The only spawn of hirable NPCs is currently in the Jhelom duel pits. Paladins will sometimes be there, but not always.
Hirables should spawn around all different cities, and should be wandering the streets. This is observable on the demo.
In an upcoming patch I will work to populate cities with more NPC types (as cities are fairly empty of spawn right now, other than escorts and vendors). This will include adding more hirables.
