Patio Railing Bugs

1.  You can use Razor's restock agent to pull items from containers sitting on the edge of the open part of a patio. 
2.  You can manually pull items from, and put items back into, containers stacked higher than 3 tall.
3.  You can't set items on the "railing" of the patio to allow a character to pick up/move an entire container from either side of the railing.

I know Jack tightened up rail security significantly quite a while back, and #3 functionality was patched out entirely. I managed to keep a GF patio house.

I have a good idea why this is happening, I'll take a look into it this week and fix it.

#1 is fixed with the next restart - 2 and 3 are intended.
