I don't think putting a time frame on this is necessary. Good people are going to be decent to newer players until given a reason not to be. Some more generous than others , some more vocal than others.
We have reasons to want a time frame:
1) We think that when a reasonable period is given to a new player to start up on the server, more will be willing to 'hold back". Right now the community is very friendly for newbies/noobs, but we expect that to change a little when the population grows, so the more support we get on this the better.
2) On the other server, our guild was huge. This was because 90% of the new players had nowhere to go once they were done training. The community was besides hostile also not willing to take in noobs in their guilds. To avoid them quitting the server we decided to let them stay in guild.
3) Our guild is without the new players already big (we came here with 18 players so far) add to that new players that can stay forever and it will get too big.
Also some pk or greif experiences can make the game thrilling for younger players. I've seen players like Pixel spend a few minutes having his "fun" with newer players but then spend 2 hours actually teaching them the ropes. I also firmly believe UO thrives around conflict and angst. Because unlike IRL you can get massive revenge and be as malicious as you want !
Unfortunately some people are just going to make someone's life hell just because. No time frame is going to change their point of view.
This is why we are not asking players to not PK them. But we know that excessive pking and griefing can make them quit.
By just having the NEW tag you are already displaying them to the numerous generous people on this server. We appreciate your effort as most of us wouldn't want the burden. But you take it head on which is admirable.

The two things in which I would focus is making sure they are all in Discord, it's the doorway to activity and true niche community feel.
We are trying this, but some just don't understand why they should, no matter how much we explain this
Secondly educating on the types of scams older players may try to pull. As I said before being pkd can sometimes be exciting for newer players , an adrenaline rush. However potential economic scams can make a player flat out quit which is unacceptable.
We always tell them to ask others, before they buy or sell anything. But you are right we should focus more on this. We will think about how we can do that.
