I don't think putting a time frame on this is necessary. Good people are going to be decent to newer players until given a reason not to be. Some more generous than others , some more vocal than others. Also some pk or greif experiences can make the game thrilling for younger players. I've seen players like Pixel spend a few minutes having his "fun" with newer players but then spend 2 hours actually teaching them the ropes. I also firmly believe UO thrives around conflict and angst. Because unlike IRL you can get massive revenge and be as malicious as you want !
Unfortunately some people are just going to make someone's life hell just because. No time frame is going to change their point of view.
By just having the NEW tag you are already displaying them to the numerous generous people on this server. We appreciate your effort as most of us wouldn't want the burden. But you take it head on which is admirable.
The two things in which I would focus is making sure they are all in Discord, it's the doorway to activity and true niche community feel.
Secondly educating on the types of scams older players may try to pull. As I said before being pkd can sometimes be exciting for newer players , an adrenaline rush. However potential economic scams can make a player flat out quit which is unacceptable.
