Well, here's a list of my top spots:

-Any moongate (Brit/Yew/Vesper and Minoc/Trinsic)
-Dungeon Entrances
-Banks
-T2A Entrances
-PvP hotspots, like graveyards.
-Chaos Shrine


I left out some good ones, but that is a good list to get started, 95% of those spots are wide open.
