Snow elementals most likely weren't giving loot because they died from provocation - they require a player to be the last damager, which is an oversight to stop them from dropping gold when killed by guards (almost all elementals drop loot in this fashion). I will fix this in a patch today.
I will also add loot to Ice Elementals, and buff the 8th level drop rate from AW a little. It currently drops circles 5-8, after the patch it will drop 6-8.
