I would vote for capping the number of followers using the latter strategy. Six white wyrms is more than enough firepower to still be (by far) the best PvM template but adds an appropriate level of risk to the high reward because the tamer would no longer essentially be invulnerable.
A couple more suggestions:
5) This shouldn't affect the number of animals one can stable
6) This SHOULD affect the number of summons (i.e., demons) so perhaps a blanket cap of 5 or 6 on any follower (regardless of the user's skill) should be used instead of the formula above. That would let lower level tamers control 5 or 6 lesser creatures and non-tamers to summon 5 or 6 demons.
7) This SHOULD also apply to hirelings to prevent a loophole of someone bringing 100 paladins but not to escorts, which are basically noncombatants.
