Yes, essentially the archery timer is always running, and it mostly ignores equipping/unequipping. In comparison to melee, melee does care about equipping and unequipping, which is how cycling works. Equipping or unequipping a melee weapon when your shot isn't yet ready causes the weapon timer to reset to whatever weapon (including fists) you swapped to. Not the case for archery.

However there are some ways archery does interact with the normal combat timer, it is a little complicated to explain and best that players figure that out for themselves.
