Inactive accounts

Will inactive accounts ever be deleted from the shard?

The reason I ask is because my brother is in prison and I don't got his account info. (Guess he doesn't trust me heh.) But I would really like his characters to still be there when he gets out.

I can't foresee any reason Jack would go out of his way to delete anyone's accounts with the population the size that it is.
