Okay, I see what the issue is. The map in the vendor window has item id 0x14EB (5355 - facing left) but the map that you actually purchase is 0x14EC (5356 - facing right).
To work around this, go into your buy agent and press Add (target). When prompted to target an item, instead of targeting a map in your pack, target the one which is in the buy window. It will pick up the correct ItemID from it.
