Minoc moongate not functioning

It seems like I can't get through the Minoc moongate for some reason. I can inspect it, but I can't run through or click through.
*edit* Nevermind, it looks like you just need to be several tiles to the south to get it to activate. Looks strange, but it works.

The moongate will send you to a different place (which rotates), based on the moon cycle and your current location. Occasionally, a moon cycle phase will last for serveral minutes, and your destination is the same as where you are currently standing.

Ah that could have been what was happening. It may be that it just happened to switch when i was several tiles away and clicking.
