It causes a neutral mob to follow you for a short period of time. I use it to it entice unattended pets through moongates and retame them when they go wild. You can also get NPCs out of town to kill them for their pretty clothes.

It doesn't work on shopkeepers though. They say they can't wander too far from their shop.
