Who made this website? Is this all from scratch? Does this get brought up a lot?

Thanks for the compliment! The shard's website design and CSS was all originally done by our staff member Tophu, he's a professional front end web developer by trade and it is not created by any template. We spent many nights working on it together, but the reason it looks so good is all his doing
It is not using a template of any kind.
