Ore size variation is inaccurate to era. There should only be large ore size piles.

Until it's fixed, you can just double click piles to combine. Different sizes will combine, I believe.

Could you provide any references that ore should only come in large size piles? The demo has multiple size piles (mid 1998), as well as this being a patch note in 1997:
