For the record each town invasion type has 2 possible rares that can be dropped. There is a 10% chance that something will be dropped, and totally random which rare it is.
So theoretically it will require another 20 pirate invasions before another halberd appears. There are close to 10 different invasions so on average one would probably appear about once every half year. Given that the pirate invasion is new and has an integrated RP component, it might be run a bit more than usual.
